Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Tuesday, April 9th, 2024. Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. 634 Commissioners Road West – The purpose and effect of this zoning change is to permit the development of two 3-storey stacked townhouse buildings (containing 28 dwelling units) and the retention of the existing single-detached heritage dwelling, totalling 29 units. Possible change to the Zoning By-law Z.-1 to AMEND the Residential R5 Special Provision (R5-7(30)) Zone. Special provisions include: maximum density of 67 unites per hectare; a minimum front yard depth of 5.0 metres; Interior side yard setback of 3.0 metres when the end wall of a unit contain windows to habitable rooms; A minimum 3.0 metre deep landscape strip along the south lot line. File: Z-9708 Planner: B. 3696 and 3832 Scotland Drive – The purpose and effect of this zoning change is to permit a concrete batching plant, asphalt batching plan, and an administrative office and shop. Possible change to Zoning By-law Z.-1 FROM a Resource Extraction (EX) Zone and an Environmental Review (ER) Zone TO a Resource Extraction Special Provision (EX(_)) Zone, Resource Extraction Special Provision (EX1(_)) Zone, and an Environmental Review (ER) Zone. Special provisions would apply each zone’s requirements to the zone boundaries, as opposed to individual properties contained within the zones. File: Z-9705. Planner: N. O’Brien.

735 Wonderland Rd N – The purpose and effect of the Official Plan and Zoning By-law amendments are to facilitate the redevelopment of the eastern portion of the subject site by removing a portion of the existing commercial building and constructing a mixed-use 25-storey building. Possible amendment to the Transit Village Place Type policies on a site-specific basis applied to the lands located at 735 Wonderland Road North, to permit a maximum height of 25-storeys a mixed-use building on site. Possible change to the Zoning By-law Z.-1 FROM an Associated Shopping Area Commercial (ASA1/ASA2/ASA3/ASA5/ASA6) Zone TO a Business District Commercial Special Provision (BDC1(_)) Zone. Special Provisions include a maximum height of 25-storeys and maximum density of 189 units per hectare.  In the BDC Zone variations, the height and density of each apartment building over the standard zone height and/or containing units outside existing structures, will be established through a zoning by-law amendment application, and be indicated on Schedule A of the Zoning By-law. Byron Gravel Pits Secondary Plan – The City of London has prepared a Secondary Plan for lands generally defined as properties bounded by Colonel Talbot Road, Byron Baseline Road, Commissioners Road West, and existing development along Crestwood Drive and Longworth Road. The purpose of this Secondary Plan is to establish a policy framework to guide the future development of the lands within and around the former Byron Gravel Pit that is more detailed than the policies in The London Plan. The Secondary Plan will provide a framework for the evaluation of future development applications on these properties. Possible amendments may be required to Policy 1565 and Map 7 of The London Plan to add the Byron Gravel Pits Secondary Plan as a new Secondary Plan. Possible amendments may be required to Maps 1, 3 and 4 of the London Plan to redesignate the Secondary Plan area FROM Future Community Growth, Neighbourhoods and Environmental Review TO Neighbourhoods, Green Space, and Environmental Review Place Types on Map 1, MODIFY the Civic Boulevard on Map 3, and MODIFY the Cycling and Walking Routes on Map 4 as shown in the Secondary Plan. Possible deletion and amendments may also be required to Policies 1168, 1537, 1538 and Map 7 in The London Plan, which provide specific policies for the Byron Gravel Pits and Adjacent Lands within the Future Community Growth Place Type and Aggregate Resources Policies. The Secondary Plan has been prepared based on feedback received from the Draft Secondary Plan and will be presented to the Planning and Environment Committee for consideration and adoption at the time and place noted above. NOTICE OF INTENT TO REMOVE A HOLDING PROVISION 

1938 and 1964 Commissioners Road East – The Delegated Authority for the City of London intends to consider removing the h and h-100 holding provisions from the subject lands to allow for the residential development.  The purpose of the “h” holding provisions is to ensure the orderly development of lands and the adequate provision of municipal services, the “h” symbol shall not be deleted until the required security has been provided for the development agreement or subdivision agreement, and Council is satisfied that the conditions of the approval of the plans and drawings for a site plan, or the conditions of the approval of a draft plan of subdivision, will ensure a development agreement or subdivision agreement is executed by the applicant and the City prior to development. The purpose of the “h-100” holding provisions is to ensure there is adequate water service and appropriate access, a looped watermain system must be constructed and a second public access must be available to the satisfaction of the City Engineer, prior to the removal of the h-100 symbol. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

NOTICES

NOTICE OF COMPLETION – Hamilton Road at Gore Road Intersection Improvements – Municipal Class Environmental Assessment – The City of London has completed a Municipal Class Environmental Assessment (EA) for the improvements to the intersection of Hamilton Road and Gore Road. The study reviewed the options and identified the preferred solution to accommodate the increasing amount of traffic and address the mobility and safety concerns of pedestrians, cyclists and motorists at this intersection.

The study was conducted in accordance with the requirements of Schedule ‘B’ projects as outlined in the Municipal Class EA document (2000, as amended in 2007, 2011, 2015 and 2023), which is approved under the Ontario Environmental Assessment Act. 

A Project File Report (PFR) documenting the planning process undertaken, details of the study recommendations as well as potential impacts and mitigation measures, has been completed and by this Notice is being placed in the public record for review.  The PFR will be available for review for 30 days, starting March 25, 2024, and ending April 25, 2024 on the City’s website (https://getinvolved.london.ca/gorehamilton), at the London City Hall – City Clerk 3rd Floor (300 Dufferin Ave) during regular hours of operation Monday to Friday, and at the London Public Library – Crouch Branch (550 Commissioners Rd E) during regular hours of operation.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered.  Requests should include the requester contact information and full name for the ministry. 

Requests should specify what kind of order is being requested, how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request. NOTICE OF TEMPORARY CLOSURE - City Hall Front Entrance -  March 4 to July 31, 2024, the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.
