PUBLIC PARTICIPATION MEETING PROCESS

Anyone wishing to speak at a Public Participation Meeting can do so virtually using Zoom online or phone, or by attending in person. City Hall is currently open to the public for public participation meetings. If you wish to attend in person to speak to a matter that is on an agenda you are encouraged to pre-register by email or phone; however, should you wish to attend virtually, pre-registration is required.  To pre-register, please email PPMClerks@london.ca or call 519-661-2489, ext. 7100.  Please note that some Elected Officials may attend the meetings virtually.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Wednesday, May 22, 2024. Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. Participation of some Council Members and staff will be virtual.  Meetings can be viewed via live-streaming on YouTube and the City website. There is additional information on the City of London website www.london.ca about Public Participation Meetings. 530 Oxford Street West – The purpose and effect of this Official Plan & Zoning Amendment is to add a specific area policy for the Transit Village Place Type to permit a maximum height of 33 storeys, and to permit a zoning change FROM a Commercial Shopping Area (CSA4) zone TO a Community Shopping Area/Residential R9 Special Provision (CSA4*R9-7(_)*D150*H115) Zone. Housekeeping Amendment to The London Plan – The purpose and effect of this amendment to The London Plan is to improve clarity and consistency on the environmental policies and mapping throughout the Plan. This amendment is of a housekeeping nature to correct errors and omissions in the Plan (minor changes to certain policies, figures, and maps to refine wording and formatting), remove references to older terminologies to reflect changes to provincial ministries, policy documents and recent legislation (Bill 23 (More Homes Built Faster Act)), and changes to Map 1 – Place Types, Map 5 – Natural Heritage and Map 6 – Hazards and Natural Resources to reflect changes as a result of development applications approved by Council since 2017.  File: O-9693. 743 Wellington Road – The purpose and effect of this Zoning change is to permit additional uses in a Restricted Office Zone. Possible change to Zoning By-law Z.01 FROM a RO1 TO a RO1(_) special policy to permit Clinics, Emergency Care Establishments, Medical/dental laboratories, Business service establishments, Day care centres, Personal service establishments, and Financial Institutions. File: Z-9720. 193-199 College Avenue The purpose and effect of the requested Official Plan amendment and Zoning By-law amendment is to permit the development of a six storey (21m) apartment building containing 43 units. The possible amendment to the Official Plan is to change the 1989 Official Plan land use designation FROM Low Density Residential TO Multi Family, Medium Density Residential. The possible amendment to the Zoning By-law is to change the zoning FROM a Residential R2 Special Provision (R2-2(7)) Zone, which permits a single detached dwelling, semi-detached dwelling, duplex dwelling, or converted dwelling on each lot; TO a Residential R10 Bonus (R10-2*B-_) Zone to permit a six storey apartment building with a maximum height of 21m, a front yard setback of 5.3m, a rear yard setback of 4.1m, an east interior side yard setback of 2.6m, a maximum building height of 21m,and a maximum lot coverage of 45%. The Bonus Zone is proposed in return for the provision of services, facilities, and matters that include enhanced urban design elements such as aesthetic design, underground parking, common open space, transit-supportive development, and accessibility. File: OZ-8693 Planner: C. The written submissions, including names and contact information and the associated reports arising from the public participation process, will be made available to the public, including publishing on the City's website. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision. 
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

COMMUNITY INFORMATION MEETINGS – NON-STATUTORY

This meeting is a non-statutory community information meeting which the City’s Planning and Development Department at times convenes when, in the opinion of the Managing Director, Planning and Economic Development and City Planner, that the community should have a further opportunity to obtain information regarding a planning application. There will be a future statutory public participation meeting required under the Planning Act, held at the Planning and Environment Committee, which will provide the public with another opportunity to comment on the planning application. Notification of this Public Meeting will be published in the Londoner at a future date.

Official Plan Review and Land Needs Assessment: Community Information Meeting - The City of London will be hosting a Community Information Meeting to provide an update for the Official Plan Review and Land Needs Assessment. This update is being offered in advance of a report to Planning and Environment Committee. This meeting will include a presentation and staff will be available to answer questions related to the ongoing project. Please note, the presentation will begin shortly after the scheduled meeting start time.

MINOR VARIANCES

The Committee of Adjustment for the City of London will be held electronically and attendance by the Committee members will be virtual on Thursday, May 23, 2024, no earlier than 1:30 p.m., for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1. Members of the public can participate in person at City Hall 2nd floor Committee Room # 1, or via Zoom by computer, mobile device, or telephone audio. 1:30 p.m. – A.047/24 - 1006 Wellington Street, PLAN NIL PT LOT 43. To permit a main building front yard setback of 5.5m maximum, whereas 2.6m is the maximum permitted. To permit a garage front yard setback of 5.5m minimum, whereas 6.0m is the minimum required. To permit four (4) parking spaces, whereas six (6) is the minimum required. To permit a maximum floor area ratio of 63.4%, whereas 35% is the maximum permitted. To permit a maximum floor area of 510m2, whereas 275 m2 is the maximum permitted.

1:30 p.m. – A.048/24 - 207 Fairway Avenue, PLAN 790 LOT 135 REG. To permit a parking area in the front yard, whereas parking areas are permitted in the interior side yard or a rear yard.

1:30 p.m. – A.049/24 - 426 Oak Park Drive, PLAN 818 LOT 11. To permit an addition to the garage. To permit an addition garage with a front yard setback of 1.8m, whereas 6.0m is the minimum required.

If you wish to be notified of a decision of the Committee of Adjustment, you must appear in person or by Counsel at the hearing and file a written request with the Secretary-Treasurer of the Committee of Adjustment.  An appeal from a decision of the Committee of Adjustment to the Ontario Land Tribunal shall be filed within 20 days of making the decision. Please be advised that from March 4 to July 31, 2024, the front (south) entrance to City Hall will be closed to visitors and staff while repair and rehabilitation work takes place. During this time pedestrian traffic will be redirected to the north entrance located off Reginald Cooper Square. Access from the lower-level parking garage to the City Hall elevators will still be available.
