Development Services COVID-19 Status


As part of our ongoing efforts to slow the spread of COVID-19, and in keeping with the Province of Ontario’s declaration of a State of Emergency, the City of London’s Development Services has moved to minimal operations and delivering essential services only until further notice.

NOTE: Please do not contact Development Services for enquiries related to whether a workplace or a construction project has been deemed as essential by the Province. For confirmation, please call 1-888-444-3659.

The following services are in effect as of June 23, 2020.

  • Pre-application Consultation

    Pre-application consultation is now available for all development applications, following the City’s normal submission and review procedures.  Details can be found here.

    Please note that no paper materials will be received in association with pre-application consultation.

  • Applications

    Development Services is accepting new applications for the following:

    • Official Plan Amendments and Zoning By-law Amendments
    • Draft Plan of Subdivision (having completed an Initial Proposal Review within the past 24 months)
    • Vacant Land Condominiums (having completed an Initial Proposal Review within the past 24 months)
    • All other Condominiums
    • Site Plans
    • Consents
    • Minor Variances
    • Administrative applications related to permit issuance, including but not limited to holding provision removals, part-lot control, draft plan extensions, etc.

    Note:  Pre-application consultation is required prior to the submission of all applicable applications (i.e., pre-application consultation is not being waived due to COVID-19).

    Details regarding the submission of new applications can be found in the “Development & Compliance Services Application Intake Guide”. Only digital applications will be accepted.

    Formal notice of application acceptance and notice of application (public) will be issued for all applicable development applications.

  • Drawing Review

    Subdivision design studies and drawing review are continuing and available.  Arrangements for teleconference meetings should be coordinated through the applicable senior technologist.

  • Re-zoning and Minor Variances
    • Effective Wednesday, May 6, pre-application consultations will be available for all development applications
    • Effective Wednesday, May 6, formal notice of application acceptance and notice of application (public) will be issued for all applicable development applications
    • Available to receive new Official Plan and Zoning By-law Amendment applications
    • In-progress OPA/re-zoning applications are being reviewed and are advancing; arrangements for teleconference meetings should be coordinated through the applicable file planner
    • Committee of Adjustment meetings will begin being heard on July 9, 2020 and new applications will be accepted starting July 6, 2020.
    • Information regarding attendance at these meetings can be found in the "Public Hearings Process -- Minor Variances".

  • Compliance Inspections and Security Releases

    Inspections for subdivision and site plan matters is available.  Requests can be submitted to subcompliance@london.ca (Subdivisions) and londonspcompliance@london.ca (Site Plans). On-site inspections will require supervision by the Owner or its agent to ensure that health and safety measures are in place and maintained, including the use of personal protective equipment and appropriate physical distancing from Inspection staff.  Should measures not be in place/be maintained, Inspection staff will leave the site and a new site inspection will need to be rescheduled once proper measures are in place.

  • Public Participation Meetings at the Planning and Environment Committee

  • Subdivisions/Condos/Consents/Compliance
    • Effective Wednesday, May 6, pre-application consultations will be available for all development applications
    • Effective Wednesday, May 6, formal notice of application acceptance and notice of application (public) will be issued for all applicable development applications
    • Available to receive new subdivision, condominium, and consent applications
    • In-progress subdivision draft plan, condominium and consent applications are advancing; arrangements for teleconference meetings should be coordinated through the applicable file planner
    • In-progress holding provision applications are advancing; arrangements for teleconference meetings should be coordinated through the applicable file planner
    • Subdivision design studies and drawing reviews of digital files are progressing; arrangements for teleconference meetings should be coordinated through the applicable senior technologist.
    • Subdivision agreements are progressing.
    • Subdivision final approval is available and can be coordinated through the applicable senior planner.  At present, the Registry Office remains open.
    • Condominium and consent agreements and approval are progressing and can be coordinated through the applicable senior planner.
    • Compliance inspections and security releases are available and can be coordinated through subcompliance@london.ca
    • ECAs are being reviewed and digital submissions have been agreed to by the Ministry.
