Income-Related Transit Program

On December 19, 2016, City Council approved changes to the current subsidized transit program. A new income-related transit program will come into effect on January 1st, 2018, and will offer a $52 monthly bus pass for eligible residents.

As of January 22nd, 2018 updates have been made to the eligibility for this program. Please see Program Eligibility for details.

2. Paper applications are available and can be picked up and returned to any of the City of London’s Social Service offices:

  • Social Services-London East, 1835 Dundas St.

Program Eligibility

As of January 22nd, 2018 updates have been made to the eligibility for this program.

There was incorrect information shared about the low income cut off. Some applications were assessed using this incorrect information. Residents that have submitted their application prior to January 22nd at 11am will be grandfathered into the program. The City will be sending out letters to all affected individuals.

The table below has been updated with the correct income amounts, and going forward, eligibility for the Income-Related Transit program will be assessed using the amounts listed below.


The new income-related transit program will come into effect on January 1, 2018. This new program will offer a $52 monthly bus pass for eligible residents. To qualify for this new program, you must meet all of the following criteria: 

  1. You are a resident of London
  2. You are 18+ years of age (this means that seniors with low-income will be eligible to purchase a subsidized transit pass through this program)
  3. Current income is below Low Income Cut Off After-Tax (LICO-AT) – see chart below (updated January 22nd, 2018)

*If a resident is in receipt of Ontario Works, they should contact their caseworker. Assistance with transportation costs may be available through Ontario Works.


Subsidized bus passes can be purchased at any of the following locations:

  • Citi Plaza, 355 Wellington Street Suite #248, 2nd Floor South Wing

  • Carling Heights Optimist Community Centre, 656 Elizabeth St

Please bring government issued ID when purchasing your bus pass.

Cash, credit or debit will be accepted.

Unused Seniors Tickets After December 31, 2017

Beginning January 1, 2018, there are two options for unused seniors tickets:

  1. Unused tickets can be returned to an LTC location for a full refund
  2. Unused tickets can be used on the bus but will need to be accompanied by an additional $0.25 in the farebox.
