Basement Flooding Grant Program


The Basement Flooding Grant Program was designed to financially help property owners disconnect their weeping tiles from the City’s sewer systems which allows them to install a backwater valve.  By doing this, property owners are decreasing the risk of basement flooding.

Do I Qualify?

The following criteria must be met in order to qualify for the Basement Flooding Grant Program:

  1. The property has experienced basement flooding OR is in an area of the City that could be prone to basement flooding.

  2. The property has weeping tiles and they are directly connected to the sanitary or storm sewer.

  3. The applicant must be the owner of the property.

  4. Once approval from the City has been received in writing to carry out the works you may hire a plumber or drainage contractor of your choosing to complete the works.

  5. The work must not have started prior to the grant approval.

  6. Must not have other outstanding debts to the City of London.

  7. Must execute an appropriate liability release document.

The Program - An Overview

Eligible works for residential homes (single detached, semi-detached, duplex dwellings):

Notes:

  1. Where a sump pump already exists or the home is in an area that is at risk for sanitary sewer surcharging. Backwater valve is mandatory if installing a sump pump
  2. Instead of a full port-type backwater valve
  3. Storm PDC installation may be mandatory
  4. These works are not eligible for existing sump pumps
  5. Backwater valve must record data and be available to City Engineering staff for a period of 5 years.  Also subject to engineering staffs monitoring needs for the sanitary sewer

Application Process

If you qualify for the Basement Flooding Grant Program, the following steps must be met to complete the application process:

  1. Complete an Application – Contact Wastewater and Drainage Engineering Division at 519-661-5489 for a copy of the application.

  2. A minimum of three (3) quotes for the work from qualified contractors if the work is more than $10,000.  If the work is between $5,000-10,000 then a minimum of two (2) quotes are required.  The quotes must detail what work is to be done, and separate out costs for each portion of work.  If the work is less than $5,000, only one (1) quote is necessary.

  3. The City will review the application and supporting documentation to decide whether to approve the grant.  The City will also identify the amount of money the home owner is eligible for.  The City’s decision will be in writing.

  4. Obtain a plumbing permit prior to commencing the work.  (Many plumbing contractors will do this on your behalf.)

  5. Obtain locates prior to commencing the work.  (Many plumbing contractors will do this on your behalf.)

  6. Within six (6) months of receiving grant approval, submit to the City the final paid itemized invoice from the contractor for the work.
