Tonight, City Council approved the 2019-2023 Strategic Plan, an important step in defining the priorities that Council and Administration will deliver on over the next four years.
As part of the Strategic Plan process, Council has identified a new Vision, Mission, Values as well as five Strategic Areas of Focus.
Vision: A leader in commerce, culture and innovation – our region’s connection to the World.
Mission: A responsive and modern public service partner that fosters change to build a better London for all.

Leading in Public Service
Londoners played a key role in shaping the Strategic Plan by participating in ward meetings, pop-up events, open houses, focus groups, and completing online surveys. They also shared their thoughts about London’s future via email and social media. Throughout the 2018 election campaign period, the Mayor and Councillors spoke to many Londoners and these conversations also helped to inform the Strategic Plan.
“These priorities reflect what we have heard from our community. On behalf of all members of Council, I extend my deepest thanks to all of you who participated in this process,” said London Mayor Ed Holder. “We have a great deal of work ahead of us. With this plan defined, we now have a road map that will provide focus for our work. We look forward to serving London, and to the work we will do together to deliver on the goals and aspirations of our community.”
The Strategic Plan will be put into action through the 2020- 2023 Multi-Year budget process which will identify accountability, and determine pacing and resourcing for the strategies that have been defined.
On an annual basis, City Council will report to Londoners on the implementation of the Strategic Plan, demonstrating the progress on every strategy in the plan and sharing how that work impacts the community.
