Pre-Authorized Property Tax Payment Error


Yesterday evening, the City made an error in processing pre-authorized property tax payments. The June payment was correctly withdrawn on June 30. A second pre-authorized payment was processed in error on July 5. This has affected approximately 33,000 accounts.

As soon as City staff identified the error, on the morning of July 6, financial institutions were contacted to quickly resolve the issue. The reversal instructions have been processed and pre-authorized payment users should expect to have their money refunded beginning this evening or tomorrow. Time of reimbursement will differ depending on financial institution.

The City will reimburse anyone who has received non-sufficient fund charges due to this error. The City of London apologizes for any inconvenience this may have caused.

UPDATE - July 11:

There has been a problem in processing the error correction file at Tangerine Bank. The error correction deposit has not yet been recorded in accounts of Tangerine Bank customers.

We are currently working with the City’s bank to resolve the problem. About 100 pre-authorized payment accounts appear to be affected.

The error correction file has been processed at all other financial institutions.

UPDATE - July 7:

If you have received non-sufficient funds (NSF) bank fees due to the pre-authorized tax payment withdrawal on July 6, 2017 in error, please view the documents below required to receive a reimbursement from the City of London.

Documents Required:

1. Copy of Bank Statement that shows the 3 line items:

  • NSF charge (if not cancelled and cannot be cancelled)
  • The pre-authorized payment (PAP) out and
  • The reversal back in

Please include financial institution and identification of branch.

Where you can find this information:

  • Copy of bank statement showing the withdrawal, reversal and the NSF charge
  • Print out from your online banking showing the withdrawal, reversal and the NSF charge
  • Statement from Financial Institution indicating the transactions and NSF charge

Note: Please black out or redact your account number. If there is other information which you wouldn't like the City to see on your bank statement, please black out or redact this as well.
