Notice of Intent to Remove a Holding Provision
City Council will consider removing the Holding Provisions as applied to
the lands described below at a future Council Meeting. Council will not
hear representations from the public on these matters. If you have any
questions or comments about this matter, please call the planner
identified below.
3 and 5 Front Street – City Council intends to consider removing
the "h-5", “h-80” and “h-121” holding provisions from the Residential R3
Special Provision (R3-2(7)/R3-2(8) Zone. These holding provisions were
put in place to ensure that a development agreement be entered into
following public site plan review(h-5); to ensure the orderly
development of lands and the adequate provision of municipal services,
the provision shall not be removed until full municipal services are
available to the site; and to ensure that floodproofing requirements are
incorporated and/or that dry, safe access to the Regulatory Flood
Elevation is achieved to the satisfaction of the Upper Thames River
Conservation Authority. Council will consider removing the holding
provisions as it applies to the lands described above, no earlier than
June 20, 2013.

| MINOR VARIANCE |
The Committee of Adjustment for the
City of London will meet on Monday, June 24, 2013 at 1:20 p.m.,
on the second floor of City Hall, 300 Dufferin Avenue, London, Ontario
for the purpose of hearing the following applications for Minor Variance
to Zoning By-law Z.-1.
1:30 p.m. – A.065/13 – 1046 Oakcrossing Road – Request to
maintain an existing deck; and to permit a deck encroaching into a west
interior side yard with a side yard setback of 0.1m whereas 1.2m is
required.
1:40 p.m. – A.066/13 – 52 Craig Street – Request to construct a
carport in the rear yard; and to permit a west interior side yard
setback of 0.4m whereas 0.6m is required.
1:50 p.m. – A.067/13 – 34 Kenneth Avenue – Request to construct a
semi-detached dwelling. Part 1: To construct one unit of a semi-detached
dwelling with a lot coverage of 43.1% whereas 40% maximum is permitted;
and to construct a detached accessory structure with a lot coverage of
10.2% whereas 10% maximum is permitted. Part 2: To construct one unit of
a semi-detached dwelling with a lot coverage of 43.2% whereas 40%
maximum is permitted; to construct one unit of a semi-detached dwelling
with a front yard setback of 1.7m whereas 2m is required; and to
construct a detached accessory structure with a lot coverage of 10.2%
whereas 10% maximum is permitted. Note: This application is considered
to be residential intensification under the policies of the City’s
Official Plan. While a public site plan meeting is not required for this
application, site plan matters, including those matters set out in the
intensification policies of the Official Plan (Section 3.2.3.5), will be
considered as part of the staff review of this application. The Official

2:00 p.m. – A.068/13 – 1166 Sandbar Street – Request to permit
two front yard parking spaces; and to permit two front yard parking
spaces whereas front yard parking is not permitted.
2:10 p.m. – A.069/13 – 36 Argyle Street – Request to maintain an
existing converted dwelling with two dwelling units; to permit a lot
area of 379.5m² whereas 430m² is permitted; and to permit a lot frontage
of 10m whereas 12m is required.
2:20 p.m. – A.070/13 – 584 Forest Creek Place – Request to
maintain an existing rear yard deck; to permit a deck encroaching into
the required rear yard with a setback of 0m whereas 4m is required and;
to permit a deck encroaching into the east required interior side yard
with a setback of 0m whereas 1.2m is required.
2:30 p.m. – A.071/13 – 107 Stanley Street – Request to permit a
use which is not specifically mentioned in the Zoning By-law. Permission
to permit a fitness studio accessory to a personal service establishment
use whereas such a use is not specifically mentioned in the Zoning
By-law and to maintain 3 existing dwelling units located on the second

| NOTICE |
The Boulevard Parking Sub-Committee, at its
meeting on May 09, 2013, denied the application of Professional
Buildings Ltd. to establish a parking area on the City's boulevard
adjacent to 418 Queens Ave for the following reasons:
• Parking exists on the site in the rear yard and the current amount
conforms to the Zoning By-law.
• The proposed plan will be using the neighbouring 410 Queens Ave for
access to parking to on the west side of the property; therefore a
shared access agreement should have to be in place.
• The proposed parking does not conform to the West Woodfield Heritage
Conservation District Plan.
AND TAKE NOTICE that any person or public body may oppose this decision
or any conditions imposed by the Boulevard Parking Sub-Committee by
filing a notice of opposition with Environmental and Engineering
Services, Roads and Transportation/ Roadway Lighting and Traffic
Control, 8th floor, P.O. Box 5035, London, ON, N6A 4L9 within 21 days
from the date of this Notice or before July 3, 2013. The notice of
opposition must set out the reasons for opposition to the Boulevard
Parking Sub-Committee’s decision. If the Managing Director –
Environmental & Engineering Services & City Engineer is unable to
resolve the objection to the satisfaction of the person objecting to the
decision, upon request, the Managing Director – Environmental &
Engineering Services & City Engineer will refer the matter to the Civic
Works Committee for final mediation and recommendation to Council. If no
objections against this decision are received within the time
prescribed, a final decision notice is sent to the applicant upon the

Veterans Memorial Parkway Extension and Highway 401
Interchange Improvements - Class Environmental Assessment – Notice of
Completion -
OVERVIEW - The Ministry of Transportation (MTO) and the City of
London have jointly completed a Class Environmental Assessment (EA) and
Preliminary Design Study for the extension of Veterans Memorial Parkway
(VMP) from Highway 401, south to Wilton Grove Road, and the associated
reconfiguration and expansion of the Highway 401 Interchange. The
Recommended Plan encompasses the following key components:
• Extension of VMP as a 2-lane expressway with a rural cross section
within a 60 m right-of-way
• A new intersection at Wilton Grove Road and extended VMP
• Replacement of the existing VMP Bridge on its current alignment
• Interchange improvements that include new ramps and modifications to
existing ramps
Construction of the new VMP Bridge will require the temporary closure of
the bridge and eastbound ramps for several months during construction;
closures will be communicated and detour routes will be signed. THE
PROCESS - This study is being carried out under the planning and design
process for a Group B project under the Class Environmental Assessment
for Provincial Transportation Facilities (2000) and a Schedule C project
as outlined in the Municipal Engineers Association’s Municipal Class
Environmental Assessment (2000, as amended in 2007 & 2011) so that the
requirements of the Ontario Environmental Assessment Act are met. The
Class EA process included public and agency consultation, identifying
operational and capacity needs, evaluation of alternatives, assessment
of potential impacts and identification of measures to mitigate adverse
impacts. Public Information Centres were convened on May 23 and December
12, 2012 and a Public Participation meeting at the Civic Works Committee
meeting was held on May 6, 2013 to bring forward the recommendations for
public and agency review and comment. The Environmental Assessment
incorporates an Environmental Impact Statement (EIS) in accordance with
City of London Guidelines to describe the significant natural features
and functions, assess potential impacts of the proposed undertaking and
recommend measures to avoid or minimize impacts to significant features.
Public Review of the Transportation Environmental Study - A
Transportation Environmental Study Report (TESR) has been completed for
this project and will be available starting Friday May 31, 2013, for a
minimum 30-day public review period. The report summarizes the
environmental assessment process for this project and is available for
review at the following locations: City of London, Clerk’s Office, 300
Dufferin Avenue, London, ON, Mon-Fri 8:30am – 4:30pm, Ontario Ministry
of Transportation, West Region, Front Lobby, 659 Exeter Road, London,
ON, Mon-Fri 8:00am-5:00pm, London Public Library – Pond Mills Branch,
1166 Commissioners Road East, London, ON Tues-Thurs 9:00am-9:00pm, Fri
9:00am-6:00pm and Sat 9:00am-5:00pm. Additional information is available

Interested persons are encouraged to provide comments by Friday July 5,
2013. If, after consulting with the City and MTO, you still have serious
unresolved concerns, you have the right to request the Minister of the
Environment make a Part II Order for this project. A Part II Order may
lead to preparation of an individual environmental assessment. For more
information on the Part II Order request process, you are encouraged to
contact the Ministry of the Environment (Ferguson Block, 11th Floor, 77
Wellesley St. W. Toronto ON M7A 2T5).Part II Order requests must be
received by Friday July 5, 2013. A copy of the request should also be
forwarded to the City, MTO and MRC at the addresses below. If there are
no outstanding Part II Order requests after Friday July 5, 2013, the
project will be considered to have met the requirements of the Class
Environmental Assessment. -
