Demolition - West Woodfield Heritage Conservation District - 86
Cartwright Street - An application has been received for the
demolition of the building located at 86 Cartwright Street in the West
Woodfield Heritage Conservation District. As a designated heritage
property, the proposed demolition will be considered at a public
participation meeting of the Planning and Environment Committee at its
meeting on February 6, 2012. A report related to this demolition request
will be available from the Planning Department (206 Dundas Street) one
week prior to the meeting.

Notice of Application
The following applications have been received by the City of London. The
Planning and Environment Committee will be considering these
applications at a future public meeting, the date and time of which will
be published in Living in the City. If you have any questions or
would like to provide comment, please see "Providing Comment" below.
Southwest Area Secondary Plan-The purpose and effect of this
amendment to the Official Plan is for the south-west quadrant of the
City. The Southwest Secondary Plan was initiated by City Council in
February 2009. The Southwest Secondary Plan will provide a basis for
Official Plan land use designations and policies, to be adopted by City
Council, providing a framework for decisions affecting future land uses,
urban design, preservation of environmental features, municipal
servicing infrastructure and road networks, and phasing of development.

more information. Possible change to the Official Plan by amending
Chapter 20 - Secondary Plan to add the Southwest Area Secondary Plan and
to incorporate new policies to guide the redevelopment of the subject
lands, and provide new schedules to address detailed land use
designations, neighbourhood identification, street hierarchy, and urban
design priorities. The proposed new policies include special policies in
the "Southwest Secondary Plan" for "Low Density Residential",
"Multi-family, Medium Density Residential", "Multi-family, High Density
Residential", "Main Street Commercial Corridor", "Neighbourhood Central
Activity Node", "New Format Regional Commercial Node", "Auto-Oriented
Commercial Corridor", "Office Conversion", "Office Business Park", and
"Open Space" Designations, and the creation of new "Mixed Use" policies
for the study area.
The City may also consider the following:
Change to the southerly and easterly limits of the Urban Growth
Boundary, as follows:
- To remove the lands comprising "Brockley", generally located north and
south of Dingman Drive, and west of easterly limit of the Urban Growth
Boundary, and
- To remove a portion of lands in the "Urban Reserve " Industrial
Growth" designation, generally located south of Dingman Creek and north
of Dingman Drive, from the Urban Growth Boundary.
Change the Official Plan Land Use designations on Schedule "A", as
follows:
- FROM "Urban Reserve- Community Growth" and "Urban Reserve- Industrial
Growth" TO "Low Density Residential", "Multi-family, Medium Density

Southwest Area Secondary Plan " An Invitation to Participate
The City of London will be holding a Public Open House on the proposed
revisions to the land use concept, road network, servicing & phasing
plan, and natural heritage features on Tuesday, February 7, 2012 at
7:00pm to 9:00pm at the Lambeth Community Centre, 7112 Beattie Street.
Questions regarding the Open House may be directed to Heather McNeely,

The draft documents may be viewed on the Planning and Development
webpage or it is available during office hours in
the Planning Division office at 206 Dundas Street. Once feedback has

497- 499 Central Avenue - The proposed amendment is intended to
demolish the existing 5-unit residential building and construct a new
5-unit residential building that is designed with a similar appearance

Notice of Completion - Municipal Class Environmental
Assessment (EA) Study for Pincombe Drain Remediation and Storm/Drainage
and Stormwater Management (SWM) Servicing Works
The City of London has completed a Schedule B Municipal Class
Environmental Assessment (EA) Study for the proposed Pincombe Drain
remediation and storm/drainage and SWM servicing works that will
mitigate surface flooding on the land adjacent to this tributary and
minimize erosion and bank stability deficiencies, review of conveyance
capacities through various culverts within the Pincombe Drain study area
including the Bradley Avenue culvert and provide adequate conveyance
capacity under the existing and post development conditions. The
adequate conveyance capacity under the post-development conditions will
be provided in combination and coordination with the proposed SWM
storages within the existing and proposed Regional SWMFs that will
supply the required detention/retention for the proposed land
development. The City of London retained Stantec Consulting Ltd. to
complete this Municipal Class EA study in accordance with the Dingman
Creek Subwatershed Study Update recommendations, provincial water
resources SWM criteria, municipal SWM requirements and the Municipal
Class EA process, as per the Municipal Engineers Association (MEA)
requirements for Water and Wastewater projects (October 2000 as amended
in 2007). The recommended preferred solution for the Pincombe Class EA
includes the following:
- 1 On-Line Regional Flood Control SWM Facility to address the
conveyance capacity, flood and erosion control requirements for existing
and post-development conditions;
- 5 Off-Line Regional SWM Facilities (two of which are existing
facilities) to provide water quality, quantity and erosion control and
service the proposed land development within the Pincombe Drain area;
and
- Restoration/reclamation and channel stabilization for approximately
500 and 2600 lineal meters of the Pincombe Drain Channel, respectively,
to address the existing conveyance and erosion deficiencies.
As part of the Class EA process, an agency/public consultation process
was completed, seeking input from directly affected residents, the
general public and review agencies. Public meetings were held on May 9,
2006, March 6, 2008 and March 11, 2009, for stakeholders to provide
their input into the project. By this Notice, the EA Report has been
placed on the public record for review in accordance with the
requirements of the Municipal Class Environmental Assessment. Subject to
comments received as a result of this Notice, construction of this
project will proceed on the basis of this EA.

If concerns regarding the EA Report cannot be resolved through
discussion with the City of London, a person may request that the
Minister of the Environment make an order for the project to comply with
Part II of the Environmental Assessment Act (referred to as Part
II Order), which addresses individual environmental assessment. Written
requests must be received by the Minister of the Environment at 77
Wellesley Street West 11th Floor, Ferguson Block, Toronto ON M7A 2T5 by
March 6, 2012. A copy of the request must also be sent to the City
Clerk. If no Part II requests are received by March 5, 2012,
construction will proceed as outlined in the EA Report.

City of London Stanley Street Sanitary Pumping
Station Municipal Class Environmental Assessment (Schedule B) Notice of
Completion -
The City of London retained Dillon Consulting Limited to complete a
Schedule B Class Environmental Assessment (EA) and Functional Design for
a new sanitary sewage outlet for the Stanley Street and north Wortley
Village area. The existing sanitary sewer siphon outlet pipe beneath the
Thames River servicing the area is in poor condition and represents a
significant operational and environmental liability to the City, and is
no longer suitable to serve as the outlet. As a result, a new sanitary
sewage pumping station is required.
Three potential locations for the pumping station were considered and
evaluated based on a range of criteria, including impacts on the natural
and socio-economic environment, design and constructability
considerations and cost. Public and agency input was also incorporated
into the evaluation, including feedback from the October 20, 2011 Public
Information Centre. The preferred location
is at the east end of Becher Street, south of the existing parking area.
The Class EA of the sanitary sewage pumping station followed the
requirements of the Municipal Class EA (2000, as amended in 2007) for a
Schedule "B" project. The process is documented in a Project File. A
copy of the file is available for a 30 day review period from January 7

The Municipal Class EA entitles any person who has significant concerns
about the project to request the Minister of the Environment to issue a
Part II Order to change the status of the project from a Class EA to an
individual environmental assessment. The procedure for requesting a Part
II Order is:
- first, the person with concerns discusses them with the City of London
- if the concerns cannot be resolved, the person may submit a written
request for a Part II Order to the Minister of the Environment at 135
