Facilities Design and Construction Division

Who we are

The  Facilities Design & Construction Division (FD&C) is comprised of  numerous professionals responsible for the design, construction and maintenance of facilities operated by all City of London Civic Departments which includes Community Services, Engineering and Environmental Services, Finance and Corporate Services and Planning and Development. FD&C is often invited to manage capital development projects for municipal organizations such as London Fire Services, London Police Service, London Public Library and Museum London.

What we do

We provide Strategic Planning, Project Management,  Asset Management and Functional Master Plan development services to civic departments as well as several of London's Boards and Commissions.

The Facilities Design & Construction Division is responsible for developing and maintaining City of London's Facilities Accessibility Design Standards (FADS) as well as conducting facility Compliance Reviews and Audits.

To provide London's citizens with a high quality facilities infrastructure which supports the well being of our community and contributes to the efficient operation of all City of London Civic Departments.

Strategic Planning

The strategic planning process includes developing and implementing plans to help clients reach their facility related objectives. It is a continuous cycle of planning and evaluation.

Facilities Design & Construction Division executes a planning and evaluation process which engages the input of all facility stakeholders in the long term planning for the creation and use of City of London facilities. The facility master plans and functional plans that result from this process includes the following outputs:

  • Concept design proposals
  • Behavioral and work activity analysis
  • Space planning studies
  • Project cost analysis
  • Budget planning

Throughout the Strategic Planning process, Facilities Design & Construction establishes budgets, conducts reviews of the procedures developed,  evaluates progress and recommends courses of action.

Project Management

The development of new facility capital projects  identified in the strategic planning process are managed by Facilities Design & Construction throughout the Design, Consultant Procurement, Construction and Commissioning stages. Typical activities managed at the various project stages include:

  • London Police Service Headquarters
    In 2009, extensive additions and upgrades to this community cornerstone facility will be complete.

  • Springbank Gardens
    In 2008, the venerable facility known as Wonderland Gardens was reinvented in the form of the new Springbank Gardens.

  • Hamilton Road Seniors Centre Annex
    In 2007, this unique facility underwent substantial upgrading.

  • Lambeth Arena
    In 2006, major upgrades were made to this facility which is used by many of London's citizens.

  • Dearness Home
    In 2005, construction was completed and this modern long term care facility was opened.

  • J. Allyn Taylor
    In 2004, extensive renovations were completed on this building which houses civic departments as well as The Canadian Medical Hall of Fame.
    This project received the Ontario Public Works Association's "Public Works Project of the Year" award in the 'Historical Restoration - Preservation' category.

    Asset Management

    Facilities Design & Construction provides support services for the Fleet and Facilities Operations groups that focus on life-cycle and performance enhancement of the City of London Fleet and Facility assets. This support comes in the following ways:

  • Management of the procurement, development and maintenance of asset management software
  • Software support and training
  • Managing asset improvements
  • Developing and managing preventative maintenance tasks
  • Maintenance of asset registries
  • Conducting condition studies

The Facilities Design & Construction Division assist Fleet and Facilities Operations with the engineering, maintenance and operation of over 95 Sites, 225 Buildings, 750 Acres of property and 250,000 square feet of floor space as well as over 1300 pieces of fleet equipment.

FADS

The City of London is at the forefront in recognizing the need to identify, remove and prevent the construction of barriers to persons with disabilities. Since the development of the Facility Accessibility Design Standards (FADS) document and its adoption by Council in October 2001, it has become the accessibility design standard of choice. More than two dozen surrounding municipalities and private organizations have  adapted all or parts of it for their use and it is anticipated that this list will continue to grow.

The Facility Accessibility Design Standards are applied in all newly constructed and renovated facilities owned or leased by the City of London. Its application to private sector projects is encouraged but voluntary.

The Facility Accessibility Design Standards reflect universal design principles which benefit people of all ages and abilities. An example of universal design is the use of power assisted doors, a feature that everyone can utilize be it somebody pushing a baby stroller or kids lugging hockey equipment as well as a person using a wheel chair. Compliance Reviews & Audits

Facilities Design & Construction conducts regular inspections of City of London facilities to maintain up to date condition information as well as ensuring compliance with the current codes and regulations. Facility reviews and audits may include but are not limited to:

  • Identification of hazardous materials
  • Ensuring life safety features are not compromised
  • Assessing structural integrity
  • Testing for Compliance with FADS
  • Testing for Compliance with Ontario Building Code
