Planning Application Fees

On September 18, 2018, City Council repealed Bylaw No. A-52, as amended being “A Bylaw to provide for Various Fees and Charges”  and replaced it with a new Fees and Charges Bylaw A-53 that adds and adjusts certain fees and charges for certain services or activities provided by the City of London.  The link to the new By-law A.53 can be found below.

The increase in planning application fees are intended to help reach 30% cost recovery for expenditures for the review of these applications, with consideration for municipal comparators and the impacts of individual fee increases. A brief summary of the changes is provided as follows:

  • A new fee for Pre-application Consultation is intended to allow for some cost recovery and to encourage proposals to proceed to a development application.  This proposed fee will be refunded with the submission of a development application.
  • A new fee for Compliance Inspections will be charged after the second inspection conducted by staff.  This fee provides for additional cost recovery beyond agreement compliance costs built into base application fees, and incents completion of requirements within the first two inspections.
  • The implementation of a new Deeming Bylaw fee is the result of an increase in the number of requests for Deeming Bylaws.The implementation of a Street Renaming Fee is consistent with previously identified fees for Commemorative Street Naming and Municipal Addressing.  The base fee amount is also recommended to be increased for improved cost recovery.

Site Plan Approval Residential  1-5 units $1000, Residential over 5 units $1000 plus $50/unit
Site Plan Approval Non-residential  $1000 plus variable fee of (total Gross Floor Area sqm less $1000 sqm x $1.00)
Site Plan Amendment $750
Fire Route $750
Municipal Street Renumbering $500
Commemorative Street Application Fee $500
Street Renaming $500 plus costs of signage, installation advertising and $200/house
Official Plan Amendment $12,000
Zoning Bylaw Amendment $11,000
Combined OPA and ZBA $20,000
Subdivisions  $15,000 plus variable fees of $150 per single family lot, plus $300 per block for multiple  family residential, commercial industrial, institutional or park blocks
Condominiums  $7,500 plus $150/unit (Vacant Land plus $150/unit), $3000 (Standard), $1800 (Amalgamated)
Consents  $1500 for first lot to be created and $150 for each additional lot
Minor Variances $400 - $1,200
Deeming Bylaw $1,000
Consultation $250 (refunded upon submission of an application)
Compliance Inspections $250 (after second inspection)
