Infrastructure Ontario (IO) (formerly Ontario Realty Corporation (ORC)), as agent on behalf of Her Majesty the Queen in right of Ontario is undertaking the preparation of a Secondary Plan for the lands originally developed as the London Psychiatric Hospital. The London Psychiatric Hospital Planning Area is located in the east part of the city and is bounded by Oxford Street East on the north, Highbury Avenue North on the west, Dundas Street on the south and a residential neighbourhood and commercial/industrial area west of First Street on the east. The total study area is approximately 73 hectares (180 acres) in area. While IO represents the major landowner, the study area also included lands owned by the Government of Ontario and the Salvation Army, the Roman Catholic Diocese of London, and a private landowner.
The Secondary Plan process provided a basis for the Official Plan land use
designations and policies to be adopted by City Council, providing a framework
for decisions affecting future land uses, urban design, preservation of
environmental features and cultural heritage, municipal servicing infrastructure
and road networks, and phasing of development. Following substantial public and
agency consultation, Council adopted the
Secondary Plan as Section 20.4
of the City of London Official Plan.

The Secondary Plan policies guide the redevelopment of the subject lands, and
provide new schedules to address such matters as secondary plan designations or
character areas, building heights, street hierarchy, pedestrian and cycling
routes, cultural heritage framework, urban design areas and priorities and noise
mitigation. A broad range of land use and development policies were developed
for key portions of the plan, such as the Heritage Areas, Village Core,
Transportation Oriented Corridors, Academic/Education Areas, Residential Areas,
and Open Space Areas, and to address overall planning and development matters.
Appropriate changes to Schedules “A” through “D” regarding land use, natural
features, the collector road system and delineating the location of the
Secondary Planning area were also adopted by Council.
The results of a Stormwater Management Class Environmental Assessment, which
was integrated with the Secondary Plan process under the provisions of the
Environmental Assessment Act and in accordance with the Municipal Class
Environmental Assessment document, are incorporated into the Secondary Plan.
The optimal stormwater management solution for the London Psychiatric Hospital
Lands to meet future development needs, satisfy all applicable design
constraints, and maintain or improve the condition of Pottersburg Creek, was
included in the
London Psychiatric Hospital Lands Municipal Environmental
Assessment Study (Stantec, September 14, 2011). As part of the assessment,
special meetings were held to notify the stakeholders of the commencement of the
project, identify the alternative solutions, present the preferred alternative
and to receive public and agency input. Opportunities were reviewed to optimize
the location of the storm/drainage and stormwater management servicing solution,
while maintaining engineering design standards, and considering the
social/cultural, natural environment, technical, planning and economic
implications. The solution accepted by Council is incorporated into the Official
Plan as part of this Secondary Plan.
