4:40 p.m. - Ontario Realty Corporation - London Psychiatric Hospital Lands Area Plan - Lands bounded by Oxford St. E., Highbury Ave. N., Dundas St. and existing development west of First St. The intent of this meeting is to consider the adoption of the Terms of Reference for the preparation of the London Psychiatric Hospital Lands Area Plan. The purpose of the Terms of Reference is to establish the background studies required to complete the Area Study, specific matters to be examined, and how the study will be conducted, including how various stakeholders will be engaged in the process. 5:00 p.m. - 1875 Wharncliffe Road South - The purpose and effect of this application is to allow a temporary golf pro shop and training facility and temporary golf driving range to continue to operate. Amend the existing Zoning By-law Z.-1, Urban Reserve/Temporary Use (UR4/T-(52)) Zone, which permits a golf driving range and accessory uses (including a 140m2  golf pro shop and a 93m2 golf training facility within an existing building) by permitting the continuation of the temporary uses for an additional 3 years.

7:15 p.m. - 1811 & 1817 Commissioners Road East - The purpose and effect of these applications is to permit a mix of residential, commercial and open space uses in the future; and for site specific policies and zoning to allow for the creation of new lot to accommodate an existing dwelling unit, and perhaps a second new lot to accommodate an animal clinic. Change the Official Plan Land Use designation FROM "Urban Reserve - Community Growth" TO "Low Density Residential", "Multi-Family, Medium Density Residential", "Neighbourhood Shopping Area", and "Open Space" and TO add a Special Policy to allow for a severance of an existing dwelling at 1817 Commissioners Road East and perhaps a separate lot for animal clinic at 1811 Commissioners Road East. Change the Zoning By-law Z.-1 FROM an Urban Reserve (UR4) Zone which permits existing dwellings, agricultural uses, managed woodlots, passive recreational uses, kennels, and riding stables TO an Urban Reserve Special Provision (UR4( )) Zone to permit an existing single detached residence on a severed lot 0.6 ha in size and an animal clinic on another severed lot 0.8 ha in size. Notice of Intent to Remove a Holding Provisions
The Planning Committee will consider removing the Holding Provisions as they apply to the lands described below at a future Planning Committee Meeting. 320 & 340 Sugarcreek Trail - City Council intends to consider removing the following holding provisions for the above noted properties. The "h" holding provision will address the requirement for water capacity analysis; the "h-71" holding provision will require a building orientation plan which demonstrates how the front facade of the dwelling units can be oriented to all abutting streets without the need for a noise attenuation barrier and to encourage street orientation; and the "h-83" shall not be deleted until the applicant has dedicated and constructed a sufficient width to accommodate half the road allowance for a local street, to the satisfaction of the City of London.

582 Hyde Park Road - The Planning Committee will consider removing the holding (h-2) provision as it applies to the subject lands no earlier than July 20, 2009. The purpose of this holding provision is to prevent development of the land until such time as an environment impact study has been completed and agreements shall be entered into specifying any necessary preventative measures; based on a study conducted by a qualified professional demonstrating that development in the form proposed will not adversely affect the area or feature to the satisfaction of the City of London.

Notice of Passing of a By-law
to Redivide the Wards
in the City Of London

 
TAKE NOTICE that the Municipal Council of The Corporation of the City of London passed By-law No. A.-6363-179 on May 25, 2009 under subsection 222(1) of the Municipal Act, 2001.

AND TAKE NOTICE that the purpose and effect of By-law No. A.-6363-179 is to change the ward boundaries of the City of London, effective for the next regular municipal election to be held on November 8, 2010 for the Council that will take office in December 2010. The By-law retains the 14 ward system but includes changes to the ward boundaries for wards 1, 8, 9, 10, 11, 12, 13 and 14. A map showing the new ward boundaries is attached as Schedule ?A?.

AND FURTHER TAKE NOTICE that the Minister of Municipal Affairs and Housing or any person or agency may appeal to the Ontario Municipal Board in respect of the Bylaw by filing with the Clerk of the City of London, not later than the 9th day of July, 2009, a notice of appeal setting out the objections to the By-law and the reasons in support of the objections. Notices of appeal must also be accompanied by a cheque, payable to the Minister of Finance, in the amount of $125.00.

Neighbourhood Meeting -
SoHo Community Improvement Plan
You are invited to a neighbourhood meeting to initiate a CIP for the SOHO Area on June 17, 2009 at 7:00 p.m. at Wellington Street United Church located at 156 Wellington St. (southeast corner of Wellington St./Grey St.) to discuss land use and community enhancement options in the SoHo area which is generally bounded by the Canadian National Railway to the north, the Thames River to the west and south and Adelaide St. to the east. At this Meeting we will, present the results of the Character Mapping exercise from Meeting #1; begin building a Vision for SoHo; and discuss neighbourhood concerns and issues. Public Visioning Session
Southwest Area Study - Public Visioning Session - Lambeth Community Centre - June 9, 2009 - 6:00 p.m. to 9:00 p.m. (Formal Presentation at 7:00 p.m.)
The purpose of the study is to provide a comprehensive assessment of the opportunities and constraints associated with the long-term planning and development of future growth area located in Southwest London. The study will provide a basis for Official Plan land use designations and policies to be adopted by City Council, thereby providing a framework for the Council decisions affecting future land uses, municipal servicing infrastructure, phasing of development and protection of natural heritage resources. The study area consists of all lands within the Urban Growth Boundary located south of Southdale Road, east of Dingman Creek, and north of the Highway 402 corridor, comprising a total size of 2,700 hectares.

Community and stakeholder involvement is critical to the success of the study process. You are invited to be a part of this process by attending in the main auditorium at the Lambeth Community Centre, located at 7112 Beattie Street West in Lambeth. The Visioning Session has two main objectives:

1) To provide the public with an overview of the study objectives, process and timeline; as well as to identify opportunities for feedback and consultation throughout the study process; and
2) For members of the public to provide their vision for the future of Southwest London. The public input will assist the study team in identifying the issues, opportunities and constraints shaping the character of Southwest London today; and help to create a shared vision for the type of place Southwest London can become in the future.

Sarnia Road Environmental Assessment (EA) and Preliminary Design
Sarnia Road Environmental Assessment (EA) and Preliminary Design - Notice of Public Information Centre
Dillon Consulting Limited has been retained by the City of London to complete the EA and Preliminary Design for improvements to Sarnia Road, from Wonderland Road to Hyde Park Road Subject to the outcome of the study, the City is proposing the following improvements:

- Widen Sarnia Road up to 5 lanes as required.
-  New structure at the Canadian Pacific Railway (CP) crossing.
-  Realignment of Sarnia Road at the CP crossing.
-  Traffic signals at Aldersbrook Road
-  Modification to existing entrances.

This project is being planned under the planning and design process for a Schedule C project as outlined in the Municipal Engineers Association's Municipal Class Environmental Assessment (June 2000 as amended in 2007). The Public Information Centre (PIC) No. 2 will be held on June 16, 2009, 4:30 p.m. - 8:00 p.m. at Wilfrid Jury Public School, 950 Lawson Road, Seminar Room 160 to present the recommended design of the improvements and obtain public and agency feedback. Representatives from the City and project's consultant team will be available to discuss the study and answer questions. It is anticipated the project will be completed in early fall. A notice advertising the 30-day public review period for the Environmental Study Report will be published at that time. There is an opportunity at any time during this project for interested persons to review outstanding issues and bring concerns to the attention of the project team. Information collected will be used in accordance with the Freedom of Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record.

Road Reconstruction and Widening -

Wonderland Road Reconstruction and Widening Gainsborough Road and Fanshawe Park Road - Interim Design Meeting - Public Information Centre #1
A Public Information Centre (PIC) for the proposed reconstruction and widening of Wonderland Road from Gainsborough Road through to Fanshawe Park Road is scheduled for June 17, 2009, 4:30 p.m. - 7:30 p.m. at Museum of Ontario archaeology, 1600 Attawandaron Road. London. The Class Environmental Assessment for this project was completed in June 2008. The project is now into the design phase with construction scheduled to commence late winter/early spring of 2010. Initial works consisting of utility relocations, related tree removals and clearing are scheduled to commence July 2009. The current PIC is being held in advance of scheduled tree clearing and utility relocation activities this summer. An additional PIC will be held in Fall 2009 at the 90% design complete stage to further review details of the project. For further information, please contact:

Notice of Public Participation Meeting - Proposed Amendments
Idling Control By-law
Notice of Public Participation Meeting - Proposed Amendments to the Idling Control By-law (By-law PH-9) - June 22, 2009 7:00 p.m., Committee Rooms #1 & #2, City Hall, 2nd Floor, 300 Dufferin Avenue. The Environment and Transportation Committee will hold a public participation meeting to receive delegations and their comments regarding amendments proposed to the City of London's Idling Control By-law. The By-law was enacted in August 3, 1999. The proposed amendments update the by-law to be consistent with other recently-enacted municipal idling control by-laws and recommended amendments proposed by the Advisory Committee on the Environment. Copies of the proposed amending by-law can be obtained in person from the City Clerk's Office, Room 308, City Hall or the City web site at www.london.ca.

Notice of Study Commencement and Public Information Centre #1
Greenway Pollution Control Centre
The City of London has initiated a Class Environmental Assessment (EA) to upgrade and expand the treatment capacity at the Greenway Pollution Control Centre (PCC) located at 109 Greenside Avenue in London. This Schedule ?C? Class EA will be conducted in accordance with the Municipal Engineers Association "Municipal Class Environmental Assessment" (October 2000, as amended in 2007). Steps include the identification of the problem or opportunity, a comparison of alternative solutions and the selection of a preferred solution which minimizes impacts on the natural and social/cultural environment. Public and agency consultation is a key element of the Class EA process, and input will be sought throughout the study.

The first Public Information Centre (PIC) will be held from 7:00 to 9:00 p.m. on June 25, 2009 at Kensal Park Public School at 328 Springbank Drive to describe the project and present alternative solutions. Thames Valley Corridor Plan -
Open House and Presentation
The City of London and Envision-the Hough Group will be hosting a second Open House and Presentation on Wednesday, June 17, 2009 in the Community Gallery of Museum London, 421 Ridout Street North to present the Technical Background Document and a draft Concept and Strategies Report for the Thames Valley Corridor Plan. The open house and presentation will:

- showcase the background material collected to date,
- present the draft Concept and Strategies Report and
- provide opportunity for public input on the future direction of the Thames Valley Corridor.

The open house and presentation will run from 6:30 - 8:30 p.m. with a formal presentation beginning at 7 p.m., followed by a question and answer period.

TENDER: 09-72 - Bridge Deck Waterproofing and Repaving

This project involves the replacement of the asphalt wearing surface and waterproofing system on seven (7) bridges. The scope of work also includes implementation of traffic control and limited concrete deck, curb and sidewalk repairs.
